He made his manga debut in 1976 with his most famous series "kochikame", winning the prize in the annual Young Jump competition.

This is one of the longest running manga in existence. It is undoubtedly the longest running series in Weekly Shounen Jump and still going strong. It appears very regularly, as do the tankoubon following publication. Kochikame, as it is called by the Japanese, tells of the outrageous experiences of police officer Ryoutsu in one of those small police boxes somewhere in Toukyou. Ryoutsu is good-hearted but has a very distinctive personality. He gets very easily angry, likes to lazy around, like to play with his gun, has an enormous number of hobbies and interests in which he wants to be the best. His fellow officers in the box, Reiko and Nakagawa do suffer a lot from Ryoutsu's incredible feats/exploits. But the one that suffers the most has to be his boss, "buchou" who would like to torture Ryoutsu to death even after he has killed him. Needless to say that this is easily understandable, the way Ryoutsu likes to tease his boss. Normally every installment can be read seperately. In 1996, Shuueisha has celebrated installment number 1000, which appeared in, believe it or not tankoubon number 100. Tankoubon number 100 was rather special, if only for the fact that every one carries a unique number like a lottery ticket and contains one piece of 'kame'-money. A special agent gets deadly wounded. In order to save him the government transfers his mind into the body of a beautiful woman. Needless to say, he is not very pleased with this. But there is no time to whine: as a special agent there are always new missions to complete. Every time he goes on a mission his boss promises him he will get him a new and male body. Unfortunately for Clice, the government sees distinct advantages in keeping Clice in a female body: he won't drag men and women won't drag him. So it is no surprise that there is always a little mishap with the promised body in the end.
The story has been written in a similar style as Kochi Kame. In fact, sometimes one gets the impression that Clice is a female Ryoutsu.
