I have made a set of GIFs of national Flags, all of the same format, to be used on Web pages.
These flags are as correct as possible within the small format (36 x 54 pixels), with two main exceptions :

Recently changed flags:
Malawi has decided to revert to the previous national
flag, the official date for the change is not known, but they marched
in the Olympics (
was the official one for two years)

Libya's flag was changed at UN hedquarters on 2011-09-21
South Sudan achieved independence on 2011-07-09
Changes from 2010:
on 2010-10-21, Myanmar changed the national flag

was the old one)
Curacao and
Sint-Maarten became "independant"
on 2010-10-10, but did not change their flag
on 2010-07-02, Malawi changed the national flag (but
they reverted in 2012)
Changes from 2008:
in 2008-05, Tokelau approved new national symbols, meanwhile
accepted by the New Zealand Government and Queen Elisabeth 2
on 2008-02-17, Kosovo declared independance and presented
its flag
on 2008-01-22, Iraq adopted a new flag, dropping the three
stars that the Kurds (mistakenly) believed were a symbol of Saddam's party.

on 2007-02-23, the French Southern Territories adopted
a new flag, the previous one (
) being only the flag of
the Senior Administrator.

on 2006-10-01, Lesotho adopted a new flag
on 2006-03-12, Venezuela added an eighth star to its flag
on 2006-02-20, the Democratic Republic of Congo got a new
constitution and flag, returning to the flag of the period 1963-71.

Zanzibar (part of Tanzania) adopted a new flag
Serbia (part of Serbia & Montenegro) adopted a
new state flag

Iraq started using a new flag in July, but the change
was minor (new type of letters)
Cyprus will not get the new flag because the constitution
has not been ratified in both parts of the island
Angola announced a new flag. It is not yet official.
Yugoslavia changed its name to "Serbia and Montenegro".
The new Flag was announced on 2003-06-29, but is not yet official.
Georgia changed its flag on 2004-01-14
Afghanistan changed the colour (and the image) of the
coat-of-arms in its flag.
