
1. VENUE
The 16th Flanders Youth Regatta for : Optimist, Cadet, Splash, 420, Laser Radial, Laser and Europe classes
will be held from July 03 to July 07,
2004 , and will be sailed on the North Sea off
the coast of Nieuwpoort, Belgium.The Flanders Youth Regatta is a part of the Nieuwpoortweek
2004.
2. ORGANISING AUTHORITY
The KYCN, VVW and WSKLuM yacht clubs in Nieuwpoort are the
organizers for the 16th Flanders Youth Regatta.
3. RULES
The 16th Flanders Youth Regatta will be governed by the 'rules'
as definded in the Racing Rules of Sailing.
The prescriptions of the Belgian national authority will not
apply.
Appendix N RRS shall be applicable as amended by the SI's.
4. ENTRY FEE
Remit your payments before June 3th, 2004 into the account of
the Nieuwpoortweek by banktransfer. No cheques will be accepted.

Please advise your Bank that all costs are on your account.
Payments received at our bank after June 3th, will be charged an
additional 50 EUR.
Payments received at our Bank after July 2nd, will be considered
invalid for registration purposes. In this case the total fee + 50 EUR must
be paid in cash (EUR) at the time of sign in.
Payment of Entry fees and additional charges at the moment of
sign in, only cash money in EUR will be accepted.
No currency other than EUR will be accepted.
Whenever a duplicate payment has been received, we shall refund the surplus less
any bank charges.
The entry fee includes one ticket per competitor for the
Barbecue.
5. ENTRIES & ELIGIBILITY
a. Entries are to be made on the enclosed Entry Form and should
arrive before June 01, 2004 at the:

b. Eligibility - Age limit:
- Optimist, Cadet, Splash: age limit requirements to comply with
the Class Rules.
- 420, Laser Radial, Laser, Flash and Europe : under
the age of 23 years in 2004.
c. If there are less than 15 entries in a class by June 15, the
Organisation Authority reserves the right to cancel the regatta for that class.
d. If a class has 60 or more entries, the organizing authorities
may sub-divide the class into different starting groups and use a round robin
system. Details of this system can be found in the Sailing Instructions.
6. SHORE LOCATIONS
Information and Registration for all classes are in the
Nieuwpoortweek Central
Regatta Office.
The shore/host location of each class will be as indicated at the

7. CERTIFICATES
Each entered boat must have a valid measurement certificate as
required by its National Authority and/or Class Rules.
8. INSURANCE
A valid third-party liability insurance must exist for each
participating boat and may be checked at registration. If the insurance cannot
be proven, the participant will be able to purchase a one-week policy.

At the discretion of the Race Committees races may be
rescheduled.
Any race start not finished by 1 PM on Wednesday July 07 will be cancelled.
The Sailing Instructions will provide a complete schedule of
starting times for each class.
10. SAILING AREA
There will be several race areas established for the Regatta. The Sailing Instructions
will provide the necessary information about sailing areas and courses to be
sailed for each class.
11. SCORING SYSTEM
The low-point scoring system appendix A of RRS will apply to all
races.
12 races are scheduled of which 4 have to be completed to
constitute a series.
12. TROPHIES AND PRIZES
The following overall prizes will be awarded:
The best overall boat in each class will receive 150 EUR.
The second overall boat in each class will receive 100 EUR.
The third overall boat in each class will receive 50 EUR.
The first boat in each class with an all female crew will
receive 100 EUR.
Several other trophies and prizes will also be awarded in the
different classes.
There will be one trophy for 10 starters, two trophies for 20
starters, and three trophies for 30 starters or more for each class.
13. INTERNATIONAL JURY
a. The organizers will appoint an International Jury. Its
decisions will be final as provided in rule 70.4
b. Whistle System. The International Jury may go afloat for each
race. In the interests of reducing the number of Protest Hearings and
encouraging competitors to take penalties afloat, Members of the International
Jury may blow a whistle when they observe what they believe to be an infringement of
the RRS. Members of the International Jury may initiate a protest as a result of
what they have seen or they may act as a witness in a competitor versus
competitor protest or they may take no action.
14. ADVERTISING
The Flanders Youth Regatta will be governed by ISAF regulation
20 (ISAF Advertising Code).
Each competitor shall display on both sides of his hull
the stickers from the event sponsors, supplied by the organisation as stated in
regulation 20.3.1.(d) (i)

02 from 4 PM
till 8 PM for information and entries. From Saturday July 03 till Wednesday July
07 open daily from 8 AM till 8 PM.
16. PROGRAM AND SAILING INSTRUCTIONS
Copies of the program and Sailing Instructions are available for each
competitor at the Npw Central Regatta Office at registration
on Friday July 02 (4 PM - 8 PM) and Saturday July 03 (8 AM - 12 AM).

19. SAFETY
The wearing of adequate personal buoyancy devices by all
participants is mandatory at all times
while afloat. Each helmsman is obliged to carry the identification badge
issued by the organizer upon registration, when she/he takes to the water. This
identification badge shall be handed over to the Beach Master when leaving the
slipway and shall be collected back from him immediately after the race. A lost identification badge
must be renewed and shall cost 5 EUR.
20. TEAMLEADERS/COACHES
Team leaders and/or representatives will register at the NPW Central
Regatta Office before the start of the first race and indicate their address
during the Regatta. Each coach/team leaders boat shall fly a flag or
have a sign on their boat of at least 50 x 50 cm with their Country code.
All team leaders and/or representatives are invited to the team
leaders meeting, which will be held on Saturday July 03 at 11 AM at the NPW Central
Regatta Office and at the daily event and weather briefing at 08.30 AM.
21. BEHAVIOUR/MISCONDUCT
Sailing is a Sport where courtesy and good manners are integral
parts of the regatta experience.
During the Flanders Youth Regatta, especially during social events,
incidents of misconduct or unsportsman like conduct will be reported to the International Jury.
