THE GENERAL ORDERS OF STARFLEET COMMAND
G.O.0: General Orders for the military/space branches of the UNITED FEDERATED PLANETS, STARFLEET COMMAND and all of it's affiliates, shall hereafter be written as follows: G.O. followed by a number.
G.O.1: No officer or enlisted person of Starfleet Command, or any of it's affiliates or divisions, may interfere with the normal development of a civilization. Regardless of it's culture, technology, cosmology or philosophies. This restriction applies to identification of self as a member of a technological advanced race. No advanced technology is to be demonstrated or used in view or perception of any individual of a less advanced civilization. Violation of General Order One will result in immediate dismissal from UFP service and a fifty year (Terran Standard) sentence, without parole, on a penal colony.
G.O.2: No officer or enlisted person of Starfleet Command, or any of it's affiliates, may willfully inflict harm or injury on an intelligent being. Not even to save his/her own crew. Unless such action is warranted by G.O.1, or in defense of a willful act of aggression against an officer, enlisted person or another intelligent being.
G.O.3: It is the duty of any officer or enlisted person to employ all resources at his/her command to protect the lives of intelligent beings. Even though such action could place him/her or his/her vessel in danger. Inaction or failure to act under orders in obeying this order will result in the additional violation of G.O.2 and will result in a summary court-martial.
G.O.4: An officer or enlisted person of STARFLEET COMMAND will do his/her best to obey the orders lawfully given him/her by his/her superiors. Providing such orders do not conflict with G.O.s1,2, or 3.
G.O.5: An officer or enlisted person shall do all in his/her power to protect the security of the UNITED FEDERATED PLANETS, it's member planets, individuals of member planets and it's agents including STARFLEET COMMAND and it's affiliates. Providing such action or orders for such action do not conflict with G.O.s1,2,3 or 4.
G.O.6: The request for emergency assistance from Starfleet citizenry demands the immediate and unconditional priority of any and all personnel within responding range to the emergency. This order includes any and all space vessels, military or civilian. Unless the vessel or individual is in a tactically comprised situation that cannot be avoided.
G.O.7: No vessel, military or civilian, will be permitted to visit the planet known as TALOS IV. To do so carries the penalty of death. This order will stand even in the event of an emergency.
G.O.8: No vessel of the United Federated Planets is to be permitted to enter the KLINGON EMPIRE, ROMULAN STAR SYSTEM or the THOLIAN ASSEMBLY. Unless approved by both the UFP and the system in question through a treaty or unless warranted by G.O.s 1 through 5.
G.O.9: No vessel, military or civilian, is to be permitted to visit any planet or stellar system that has been declared to be under quarantine or cultural embargo by the United Federated Planets Council or by the Starfleet Command Medical Operations most senior representative or it's orders.
G.O.10: A Starfleet Command officer or enlisted person is responsible under the laws and regulations of the United Federated planets, it's member planets and it's agents including Starfleet Command, and is subject to local planetary or stellar system laws and governments, lawfully in power. This includes any disciplinary actions brought about by the violation of such laws by a member of Starfleet Command, it's affiliates or any other individual or agency of the United Federated Planets.
G.O.11: Starfleet Command officers with the rank of Captain or higher are granted full authority to act as ambassador on behalf of the United Federated Planets. As such they are empowered to enter into treaty negotiations on behalf of the United Federated Planets within the approved guidelines set forth by the UFP. All such negotiations are subject to the approval and ratification by the UFP Council.
G.O.12: Officers and other personnel of the United Federated Planets may cross the Neutral Zones imposed by treaty ONLY if such action is required to save the lives of UFP citizens that are going about their lawful business and only if they are not in direct control over their own actions.
G.O.13: As long as an officer or enlisted person wears the uniform of Starfleet Command, or any of its affiliates, he/she shall not give aid or information, nor otherwise assist the enemies of the UFP. Such aid and assistance being considered as such to include the dispersal of information that may harm another UFP planet or individual. Other aid as governed under the codes of common decency may be given, such as medical aid.
G.O.14: An officer or enlisted member of Starfleet Command, or it's affiliates, will not act or conduct oneself in an unseemly, disorderly or annoying manner. Nor in a manner that could be offensive to other intelligent beings.
G.O.15: An officer or enlisted member of Starfleet Command, or it's affiliates, may be relieved of duty and responsibilities, if found physically or psychologically unfit by the ship's/facility's most senior medical officer or the medical officer deemed as Chief Medical Officer by Starfleet Command. Any officer, including those of the rank of Captain or higher may also be relieved of duty by a competency review board. Such board to be composed of no less than three officers of command grade.
G.O.16: An officer or enlisted person may be tried and sentenced by a courts-martial board composed of not less than three officers of command grade for crimes committed in violation of Starfleet Command General Orders or United Federated Planets laws and mandates.
G.O.17: In the absence of the Commanding Officer of a vessel or facility, or if he/she is killed or incapacitated in any way, or deemed unfit for command, the highest ranking officer present shall assume command, even if that officer is not of the vessel's/facility's regular compliment.
G.O.18: It is forbidden for an officer or enlisted member of Starfleet Command, or it's affiliates, to instigate or in any way participate in any form of mutiny or treason against a senior ranking officer or the governing body or members of the United Federated Planets.
G.O.19: Any officer or enlisted person in all branches of Starfleet Command, or it's affiliates, is prohibited from using any mood altering substance while on active duty or during alert status, or in a quantity deemed excessive, including any substances that may affect the motor reflexes and normal responses from an individual. NOTE: This does not include, with some exceptions, substances prescribed as medications by a qualified medical officer. Restrictions of the effects of the medications will then apply.
G.O.20: All Starfleet Command personnel are empowered to arrest, have arrested and arrange for a legal hearing of any owner, captain or operator of a space vehicle that is being operated in an unsafe or hazardous manner, or in a manner unlawful by the conventions and laws as laid down by the Council of the UFP. Should such actions be required by an enlisted individual, he/she must seek out the most senior officer of the nearest Starfleet Command vessel or facility and turn the offender over to the appropriate officer.
G.O.21: No vessel of United Federated Planets registry will be permitted to transport any substances, trade goods or arms that have been deemed as contraband by the UFP Council. Starfleet Command officers are empowered to take appropriate measures to insure compliance with this order.
G.O.22: When a Starfleet Command vessel or any other vessel contacts a planet not making normal progress or a planet and culture that is controlled by forces not indigenous to that planet then a Starfleet Command officer may take such action as to bring that planet back to it's normal development.Misuse of G.O.22 incurs the same penalty as G.O.s 1 and 2.
G.O.23: The destruction of intelligent life is permissible only to prevent the violation of G.O.1 and only as a means to prevent such violation or as a self protection in the event the life form destroyed acted in a hostile manner.
G.O.24: The destruction of all intelligent life on a planet's surface is permissible and warranted only in cases of gross violation of G.O.1 by the inhabitants of said planet and such action may be ordered only by a command grade officer or higher. Said officer assumes sole responsibility for this order and any misuse of G.O.24 incurs the same culpability as G.O.1.
G.O.25: On the approach of ANY vessel where communications have not been established a starship is to assume alert status but should not raise defensive shields unless the approaching vessel clearly displays hostile intentions.
G.O.26: No member of a ship's compliment or other ground based installation can be held directly accountable for the actions of their superiors. Similarly, no member of a ship's company or other Starfleet Command personnel will share disciplinary measures taken against their Commanding Officer(s) if said individuals were not directly involved in the actions leading to disciplinary measures. This order extends to conditions involving proven violations of the Prime Directive, where proof of such violations exist.
G.O.27: No member of Starfleet Command shall be required by the assignment of standard duties and responsibilities to undergo extended separation from his/her family if family members can be reasonable provided for aboard ship or as part of an existing Starfleet Command installation.
G.O.28: No officer of command rank shall be removed from command status unless such action has the complete and unqualified agreement of at least three senior officers present. Whenever possible, such officers shall include the ship's First Officer, Chief Medical Officer, a Ship's Counselor and one junior officer of command station
G.O.29: The primary responsibility of the commander of any Starfleet Command vessel is the welfare and safety of his/her crew, including any civilian members of the ship or installation's compliment. No action may be taken that creates an unwarranted threat to the safety of those individuals under the officer's charge except in the line of duty and when otherwise unavoidable.
G.O.30: Starfleet Command recognizes the right to each ship commander to interpret the specifications of the Prime Directive as he/she sees fit, consistent with the conditions of other existing general orders in effect, and based on circumstances that may arise in dealing with newly discovered sentient races.
G.O.31: The conditions and specifications of the Prime Directive shall henceforth apply to all sentient life forms discovered, be they of natural or artificial origin.
